NSBR Registry Rules and Regulations
Revised January 2011

PURPOSE
  Section A.  This Registry has been established to allow all Shiloh Shepherd Breeders the freedom to choose their breeding programs, to share knowledge openly and freely and still have a Shiloh Registry with rules governing hips and health. Rules governing good hips, health and welfare of the Shiloh Shepherd breed will be strictly enforced with the Shiloh Shepherd dog always being the principle focus.
  Section B. Rules and Regulations  The Registrar of the NSBR will enforce these rules and regulations.  Infractions of the rules and regulations will result in the termination of registration of future litters.
  1.   A Breeder will not knowingly falsify any document (i.e., hip certifications; DNA; height or weight information; puppy registration; win sheets, etc.).
2.   A Breeder must obtain, submit, and maintain on file, records of each litter and strive to obtain information on at least 70% of each litter by adult registration.
3.   A Breeder must provide a minimum health guarantee to all buyers, lessees or adoptive homes. Contract disputes will not be handled by this Registry.
4.   A Breeder will report any physical conditions noted in their litters, which could be detrimental to the Shiloh Shepherd breed.  This information will be kept confidential by the Registrar.
5.   No Breeder may register a litter unless they are in good standing with the NSBR
Article II REGISTRATION
  Section A.  Registration Certificates
  1.  TEMPORARY.  The Registry shall issue this Certificate to the puppy owner after receiving the Litter Registration/Placement Form.  The Temporary Certificate will be returned to the Registrar for permanent registration when the puppy is between the age of 12 and 27 months.  Extensions may be requested.
  2.  PERMANENT/SHOW/BREED.  This Certificate will be issued to all dogs between the age of 12 and 27 months who meet the following requirements:
  a.  A copy of a passing OFA, GDC or Canadian Certificate, or a passing PennHIP Certificate.
  (1).  OFA: Fair, Good, or Excellent showing no degenerative joint disease is defined as passing.
(2).  PennHIP: A reading of .55 or below* with  no degenerative joint disease is defined as passing.
(3).  GDC: Acceptable, Good, or Excellent showing no degenerative joint disease is defined as passing.
(4).  any dog/bitch with a PennHIP rating of .60 or OFA/GDC Acceptable must be bred to a dog/bitch with a PennHIP rating under .40 or OFA/GDC Good or Excellent.
  * In the case of a PennHIP reading above .55 with no degenerative joint disease, the dog/bitch must also present a passing OFA Adult Certificate (i.e., Fair, Good or Excellent with no degenerative joint disease, at over 24 months of age) in order to be bred.
  b.  Proof of Parentage DNA (submitted by an attending veterinarian at time of hip x-ray).
  c.  A certificate validating height and weight that is signed by a veterinarian, K-9 judge, accredited trainer, temperament tester or Registrar.
  d.   Four (4) pictures of the individual dog to be registered (taken while standing; views from front, rear, left side and right side). No Polaroids will be accepted.
  e.  A Dominant and Recessive Faults & Virtues form (completed and signed by the Owner and Breeder).
  f.  Applicable fees.  (See Fee Schedule.)
  3.  PERMANENT LIMITED BREEDING.  This Certificate of Registration will be issued if the dog meets the above requirements and:
  a.  A Breeding Certificate with restrictions, Breeder’s limitation(s) and/or breed warning(s) will be issued.
  4.  PERMANENT NON-BREEDING.  This Certificate of Registration will be issued to any dog/bitch who:
  a.  Fails to pass minimum hip requirements or Temperament Testing.
 
  b.  Submits to the registry a copy of an OFA, GDC or Penn Hip Certificate.
 
  c.  Submits a completed Dominant & Recessive, Faults & Virtues form (completed and signed by the owner and Breeder).
 
  d.  Has been specifically sold with a non-breeding stipulation by the Breeder.
 
  5.  UPGRADE POSSIBLE.  This Certificate of Registration will be issued to any dog/bitch who:
 
  a.  Submits all of the items under Article II, Section 2 a, b, c, d.
b.  Both Breeder and buyer must apply to the Registry for an upgraded Certificate.
c.  Pays the applicable fees.  (See Fee Schedule.)

 
  6.  OUTCROSS.
 
  a.  The outcross must be of the Shepherd family and must be bred to a Shiloh Shepherd.  The outcross must be in good health; have hips rated by OFA/GDC as Good or Excellent, or a PennHIP rating rating under .60 without DJD or bone changes; have DNA completed prior to breeding.
 
  (1).  First-generation progeny will be registered as 1G Shiloh Shepherd outcross, or a 1G Shiloh Shepherd Non-Breeding.  (That dog would be a GSD/Shepherd bred to a full Shiloh.)  A 2G would be a pup from the above breeding that is bred to a full Shiloh, OR a half GSD/Shepherd and a half-Shiloh that is bred to a full Shiloh.  a 3G would be a pup from the preceding litter that is bred to a full Shiloh OR a quarter-GSD/Shepherd and a three-quarters Shiloh that is bred to a full Shiloh.  If you have questions, please contact the Registrar.  In the case of these breedings, 01, 02 or 03 will precede the registration number.
 
  (a). 85-90% Litter Mate Information shall be submitted to the Registry on this litter.
 
  (2).  The first generation progeny bred to a Shiloh Shepherd, giving second generation progeny, may be registered as a Shiloh Shepherd if the pup:
 
  (a). Meets the Breed Standard.
 
  (b). Meets Article II, Sections A, 2 a, b, c, d and e.
 
  (c). Has prior approval of the Registry.
  Section B. Effects of Certificates of Registration
 
  1.   It is required that all progeny must have resulted from a breeding of Shiloh Shepherd parents who both possess permanent adult Breeding Certificates, or are in compliance with Article II, Section A, 2, 3, 5, or 6.
2.   All Shiloh Shepherds must have proven DNA on record with the Registry prior to breeding.  No Litter Registration/Placement form will be accepted without DNA from both Sire and Dam.
3.   No Litter Registration/Placement form will be accepted from any Dam bred under 18 months of age (with a passing PennHIP reading of under .60) or 24 months (with a passing Permanent OFA reading), or any dam bred after 84 months of age, unless previously approved by the Registrar.  To qualify for this, you must obtain a letter from your veterinarian stating that the bitch's health qualifies for breeding, and you must obtain a complete blood panel with all readings in the normal range.
4.   No Litter Registration/Placement form will be accepted if the Sire or Dam has temporary papers.
5.   No Litter Registration/Placement form will be accepted if the Sire or Dam is registered as Non-Breeding.
Article III

 

RULES and REGULATIONS

  Section A.  Certificates of Registration
  1.  To obtain a replacement for a Certificate that has been torn, mutilated, soiled or otherwise defaced, the recorded owner must submit the original Certificate to the Registrar for identification.  If the Certificate has been lost, it will be replaced with “Duplicate” stamped on the replacement Certificate.
2.  A recorded owner may request a change on a dog's Certificate (height, markings, color, champion status, hip status) by submitting the Certificate of Registration to the Registrar along with a signed affidavit of changes or certificates earned, as may be required. There shall be no charge for one amended or corrected Certificate within a 12 month period; additional updates will be charged.
3.  Whenever legal title to a registered dog passes to another by reason of death, foreclosure of any liens, order or decree of court, or otherwise by operation of law, the Registry will transfer the registration of such dog to the new owner.

 
  a.  See Fee Schedule.
  4.  When a Breeder takes back a dog of his/her own breeding, the Registry will honor the Breeder's request to issue a new Certificate on the dog that reflects:
 
  a.  The Breeder as the owner of the dog; and
b.  A newly chosen name for the dog (if requested by the Breeder).

 

  Section B.  Litter Registrations
  1.  The Litter Registration/Placement Form for puppy registration must be filled out completely, along with the Sire & Dam’s DNA numbers, and submitted to the Registry no later than 240 days from date of birth.
 
  a.  The form must list the exact number of puppies in the litter, along with specific details regarding sex, color, coat, and any markings, one (1) picture of the entire litter with dam (taken within ten [10] days of birth), as well as at least one [1] picture of entire litter taken between the 40-70 day age limit.
b.  A Litter Evaluation Report (LER Worksheet - testing temperament, forgiveness, submissiveness, etc.) and a Litter Health Report (LHR - administered by a veterinarian between the ages of 42-70 days of age) must also be submitted.

 

  Section C.  Naming of Dogs
  1.  The Registration/Placement form has an area with 36 empty blocks that are to used when selecting a specific name for each puppy. The newly chosen name (with spacing) cannot consist of more than the allowed number of spaces, and must also meet the following requirements:
 
  a.  All letters in a dog's name are limited to the Standard English alphabet. When printed, all letters are capitalized; apostrophes (') and hyphens (-) are the only punctuation marks permitted in a dog's name.
b.  One block must be left empty between each word, unless punctuation or hyphen is used to separate or accentuate a particular group of words.
c.  Each dog's name must contain either the registered kennel name of the kennel of origin or the Breeder’s last name.
d.  Obscenities and words derogatory to any race, creed or nationality, or transliterations of such words will not be allowed, nor will breed names alone or names of prominent people living or recently deceased be allowed.  The Registry reserves the right to determine whether or not a word or phrase is classified as one of the above mentioned.  In the event that the name selected has already been used, the owner will be notified to the effect and an alternative selection can then be submitted.
  Section D.  Registered Kennel Name
  1.   To register any particular name as a specific "kennel name" to be used only by the owner of same, a written request must be submitted to the Registry.
2.  Once the chosen name is reserved with a personal request, signed by the owner, no other person will be allowed to register any dogs using that name except when naming progeny that specifically originated from that particular kennel.

 

Article IV

 

  TITLES and DEGREES

  Section A.  Breed Championship
  1.  Championship Certificates will be presented to any dog that has accumulated a total of 15 or more points under three (3) or more judges, with at least two 3 point majors (under two different judges). Dogs can earn Championship points only after the age of 6 months. Championship points may not exceed 5 points at any given show.
 
 

a.  Winners Dog/Bitch at any show earns one (1) point for every other Shiloh Shepherd entered and beat (over six months of age) of the same sex up to a maximum of five (5) points.
b.  Best of Winners will receive the same number of points as the opposite sex winner (or, whichever is greater) up to a maximum of five (5) points.
c. Best of Opposite winner will recieve one (1) point for every dog defeated of the same sex (including Champions) up to a maximum of five (5) points.
d. Best of Breed won by a class dog earns one (1) point for each dog defeated (including Specials) up to a maximum of five (5) points.
e. Any dog that has Championed under a show organization/club - showing as a Champion, but NOT YET an NSBR Champion, will recieve one (1) point for each Champion defeated for Best of Breed. Best of Opposite will earn one (1) point for every Champion defeated of the same sex.
f.  Group 1, 2, 3, 4 wins constitute points as follows:

d.  In the event that points earned in Group competition are greater than those earned in Breed class, the greater number will be applied. Points earned in Breed and Group cannot be combined.
e.  A Best In Show win will be automatically calculated as a five (5) point Major.
f.  Five (5) is the maximum number of points to be awarded for any one show.

 

  Section B.  Register of Merit (ROM)
  1.  This title is awarded to the Sire and Dam when a minimum of three (3) of their progeny accumulates a minimum of 250 points as per the table below. The title of ROM and the number of points accumulated will appear behind the dog's registered name.
2.  Points will be tabulated for each Sire and Dam as follows:

Article V

 

TEMPERAMENT TEST CERTIFICATES

  A.  Will be issued by the Registry to any dog/bitch over ten (10) months of age that has completed the specific ten (10) station test with a passing score
B.  Temperament Tests may be administered by any person approved as a Temperament Tester by the NSBR.
C.  A fee (tester's charge) and copy of the dog's Registration Certificate must be presented to the Tester.
D.  Any dog that fails to pass can be tested again after a one (1) day waiting period has expired.
E.  There are no other limitations placed on the number of times any specific dog can be tested.
F.  Dogs may take the Canine Good Citizen (CGC) test in lieu of a Temperament Test and/or a video showing the testing listed above.  Contact the Registry for more information.
G.  Canine Good Citizen and Temperament Test Certificates (copies) submitted to the Registry will be maintained on file.

 

Article VI HIP REQUIREMENTS
  Section A.  Hip X-Ray Certification
  1.  The attending veterinarian must verify permanent identification (Microchip/Tattoo) at the time of x-ray.
2.  OFA, PennHIP, GDC and OVC Certificates (copies) submitted to the Registry will be maintained on file.
3.  Upgraded hip x-rays of any dog may be submitted at any time.  If the new Certificate submitted upgrades the previous Certificate, the new Certificate will replace the previous Certificate in the Registry file.
4.  All of the above documents will be maintained in each dog's file, to be used for registration purposes only.

 

Article VII

2.  The points earned at breed level are not combined. Only the highest placement is awarded GV points. (i.e. a dog awarded BOW and BOS is awarded 25 GV points)
3.  The point year is from January 1 to December 31.
4.  Points will be tallied by February 1 of each year.
5.  GV, NS and POTY will be evaluated on the above point system only
